Home // Advisory Board Member: Advisory Board Member:![]() Michael P Regan Mr. Regan is currently serving in the Communications Systems Acquisition and Operations Directorate (COMM) at the National Reconnaissance Office (NRO). He is a United States Air Force Senior Intelligence Service (SIS) Senior Leader. Mr. Regan worked in industry for 14 years as an Electronic Engineer, Computer Scientist, and Systems Engineer in the design, development, and test of Anti-Submarine Warfare, Signals Intelligence (SIGINT), Electronic Warfare, Communications, and Command and Control systems, mostly in support of the U.S. Navy and NRO programs. Mr. Regan entered Government Service in 1989 and served as a Systems Engineer for the NRO Low Earth Altitude SIGINT programs until 2004. During this time, he served as the Technical Director and end-to-end Chief Systems Engineer for two major SIGINT programs. In late 2002, he was appointed by USECAF / DNRO as the Chief Engineer for the Transformational Communications Architecture (TCA). In 2004, he joined the U.S. Air Force Civilian team as an SIS Senior Leader as Director of the National Security Space Office Communications FIO. He led the evolution and maintenance of the TCA for the Department of Defense and Intelligence Community through September 2005. In 2005, Mr. Regan joined the NRO Communications Directorate as the Chief Engineer and Director of the Systems Engineering Group. He is responsible for the development of the future NRO space and ground communications architectures, advanced technology concepts, systems engineering, and service management. Mr. Regan is a graduate of the Defense Systems Management College Program Management Course. He holds a B.S. in Computer Science and a B.A. in Economics from the University of Maryland.
