The MSS market has maintained strong growth through the downturn, due to growing demand for broadband and machine-to-machine (M2M) data. The handheld market is now set to resume growth as well, as new products are launched. Even if Inmarsat is likely to remain the biggest MSS operator, fierce competition will continue over the next decade. Operators will face increasing challenges from mobile VSAT on the one hand, and new MSS capabilities on the other. This competition ensures that innovation will continue and users should benefit from a wide range of new services at competitive prices. However, the amount of money being invested in new MSS satellites is far greater than current market revenues can justify. Advanced Digital Video Measurements

This presentation will discuss the practical aspects of video and audio test and measurement for Loudness, Ancillary Data, and 3D.  ATSC A/85 requires testing utilizing the LKFS meter for loudness control to answer the concerns of the CALM Act.  Testing of Ancillary data has become more critical with the wider use of the HANC and VANC for embedding Closed Captioning, AFD, SMPTE 352M, as well as Embedded Audio.  Quality control of 3D video requires synchronization and balance between the Left Eye and the Right Eye link.  Concerns include disparities in Left/Right luma chroma levels, timing, as well as suitable parallax.

Future Commercial Satellite Communications Services Acquisition (FCSA) Update

In July 2009, two large Federal Government Agencies (the General Services Agency and the Defense Information Systems Agency) created a partnership to acquire commercial satellite communications (COMSATCOM) services for all of the Federal Government. After engagement with industry to solicit feedback on critical aspects(e.g., Information Assurance requirements) of the Future Commercial Satellite Communications Services Acquisition (FCSA) program, contracts are being awarded that will provide both Fixed Satellite Services, Mobile Satellite Services and End-to-End turnkey solutions. The FCSA program has created a common marketplace for both Federal Government COMSATCOM customers and industry suppliers. This session will discuss the FCSA program, including a brief history, progress to date, and ongoing activities. It will also provide information on how COMSATCOM providers who have not been involved to date can still submit proposals to provide services for Department of Defense and other Federal Government requirements in two targeted service areas.

For over 30 years we have seen extraordinary year-over-year growth in the use of satellite services in the media, government, military and enterprise sectors. Unfortunately, a consistent threat to this growth and the potential sustainability of mission-critical government and commercial business operations continues to persist. Radio-Frequency Interference (RFI) continues to threaten just about everyone involved in the supply-chain of the satellite business. From the distribution of rich media content to distribution partners and consumers to LAN/WAN interconnections, point-of-sale transactions and mission-critical government services, RFI threatens the very essence of these operations. Fortunately, there is an initiative that several global satellite operators have embarked upon that is promoting an interference free environment. Although Intelsat, SES World Skies and other operators have taken the lead in this initiative, this program can only be effective if everyone involved in the industry takes an active part in being part of the solution. Some of the topics to be addressed will include a discussion of the initiative and its components, timing and evaluative measures and costs. The primary lesson learned from the international disaster-recovery effort in Haiti - as well as from the rebuilding program currently underway - is the same lesson learned in New York City - and in Indonesia - and wherever disaster strikes. We have learned that preparedness is key.

 This session, hosted by the Global VSAT Forum, will explore three aspects of the preparedness challenge: The development of rapidly deployable and pre-positioned telecommunications disaster-recovery networks; an upgrade path to support medium and long-term development requirements; and closer co-ordination among disaster-preparedness stakeholders such as local government, USAID, NGOs, U.S. DoD, UN aid agencies, and other groups involved in disaster response and development.
