As we continue to move into this new century, US warfighting forces increasingly demand access to robust information services, regardless of their location or their mission. These services are delivered via the Global Information Grid (GIG), in which satellite communications is used for much of the connectivity to mobile, deployed forces and forces operating in tactical environments, where there is little or no existing fixed information infrastructure. The satellite communications contributions must be indistinguishable, from the other transport mechanisms that are elements of the GIG. This means that the SATCOM solutions incorporated into the GIG must be compliant with policy-based management, must support the delivery of managed services, must seamlessly support the future functions of “Web 2.0,” must provide the same mission assurance as other media, and must be as manageable as other transport solutions by a single suite of GIG management tools. This panel will focus on how Government and Industry must work in a collaborative partnership to achieve the demand of our warfighting forces for the seamless, ubiquitous integration of SATCOM into the GIG.

Satellite communications has formed the backbone of television distribution for broadcast and cable networks for the past thirty years. For most of that history, networks have used satellites to deliver primarily linear, standard definition feeds to stations, cable operators and DBS service providers. With the rapid advance of digital content technologies, the distribution landscape has changed dramatically in recent years. Networks are now delivering multiple linear services in both standard and high definition formats, content for non-linear video-on-demand, and increasingly content destined for consumption by viewers on a wide variety of fixed and mobile platforms. When the Inmarsat BGAN service was first launched, the highest ‘streaming IP' speed was 256kbps. It worked well for ‘talking heads' shots, allowing reporters located around the world to broadcast live to viewers with better resolution than ever before. But the broadcasting community wanted even more speed -- to increase the quality of these live shots and also incorporate more motion into the live report. So Inmarsat responded with BGAN X-Stream - with streaming IP speeds beginning at 384kbps - that is 50% higher than 256kbps. Depending upon geographic position and local conditions, users can experience streaming IP speeds of up to 450kbps in the field! Inmarsat made this network design change utilizing the same BGAN terminals that deliver the 256kbps service. So no new terminals or external antennas are needed. No costly upgrades or replacement of equipment is necessary. The job of moving the high bandwidth high definition signals from location to distribution points has added a behind the scenes dimension to transmission responsibilities that were routine in the standard definition NTSC world.

WBU-ISOG: MPEG-4 (AVC) High Definition Codec Interoperability Test Results

WBU-ISOG (World Broadcast Unions International Satellite Operations Group) sponsored interoperability tests for MPEG-4 HD encoders/decoders from 12 major U.S. and international codec vendors. The week long tests were conducted in June by Telesat in conjunction with the Canadian Communications Research Center after a 6 month period during which the vendors shared video feeds under WBU-ISOG technical parameters. The tests were performed with vendors and their equipment on site. The session will discuss the results of the these tests, the test program and the next steps for reaching the interoperability goals for MPEG-4 HD codecs used for contribution video feeds. The session will be presented by Thomas Gibbon, Chair of the WBU-ISOG MPEG-4 HD Contribution Codec Interoperability Program. Also participating will be a MPEG-4 codec vendor and test designer to provide insights into the test results and MPEG-4 HD codec interoperability. Today, the consumer television experience is plagued with audio pops, clicks and srop-outs, loudness, artifacts that can appear as a freeze, a green-screen, a red-screen or some other problem that consumers have almost come to expect. Many of us have learned that our somewhat hostile transmission system environment, and the demands of uncompromising digital and HDTV equipment, doesn’t always “play nice together in the sandbox.” How can we assure that the best transmission environments are in-place for television contribution and distribution service? Intensive experience with disaster communications in recent years have led to new technology solutions and tailored applications specifically designed for emergency response, disaster preparedness and first responder communities. In turn, those relying on communications in a disaster have developed insight into how best to incorporate satellite capabilities into their disaster response network, enhance interoperability and maintain affordability.
